The budget you bid is the budget you build.
If you come from Certly Estimating, the project starts with the budget you won: its chapters, its line items, its prices and its cost breakdowns. Whatever comes up later, like a new rate, Marta prepares for you in the additional budget, and it doesn’t count until you approve it.

Every euro has its line item.
You request quotes on the real line items, compare them and, when you award, the purchase order goes out. The order hangs from a line item, the delivery note hangs from the order and the invoice is matched against its delivery notes: you can put the sale price, the planned cost and the real cost of each line item side by side.
Example: HA-25 concrete. Sale price €95/m³, target €80/m³, awarded at €78/m³.

The foreman captures delivery notes and timesheets from the phone, on site, even with no signal. Sara reads them, matches them to their order and their line item, and leaves them verified for you with the photo attached.

You see the variance while you can still do something about it.
Every invoice is matched line by line against its delivery notes and flags any quantity or price mismatch. Every delivery note that comes in and every invoice that gets reconciled recalculates the real cost: if a line item is running over, it shows up this week, not three months from now.

The progress certificate comes from what is already reconciled.
The valuations build themselves from the verified delivery notes. Luis validates them and prepares the progress certificate, against the budget and cost-plus. You review it and issue it.
